This is the Latin America DLC and that is all it is. No key features are locked behind this and no other countries from other parts of the world get much content from this.
Latin America gets a very interesting start during this period. Brazil is an Empire headed by liberal royal family that wants to completely reform a slave society, most of the former Spanish colonies are dealing with the rise of military strongmen called Caudillos, Bolivia is trying to integrate Peru to create an Andean superstate, and Paraguay is headed by a dying Jacobin fanatic who has the natives worshipping him as a god. All of these places get a long list of unique scripted events from this DLC, but also just have uniquely challenging starts in the form of low populations, harsh amazon & mountain terrain and especially powerful landed elites due to having plantation based economies.
This DLC is uniquely fun because the bigger achievement is reforming a dysfunctional system rather than painting the map. Brazil in particular is enjoyable because preserving monarchy, abolishing slavery, and actually raising peoples standard of living is the bigger challenge. If anything, this DLC should inspire the developers to make reforming the systems of other parts of the world more of a challenge. Slavery in the United States should be much harder to abolish and racism towards the Irish in the UK should be more of a challenge to overcome.
