Very cool for Bandai Namco to lock this behind an additional purchase even for season pass holders who already at the minimum had to shell out an additional $40.

Very technically yes, if you read the store page description, they technically disclosed it there (by saying only the characters come with the pass). However, it's still very disingenuous to never specify during the more visible promotional material (Tekken talk, etc.) that the stage would cost money, especially for season pass holders. It is very close (but not quite) to a lie by omission.
Plus all of the season passes in Tekken 7, WHICH YOU COULD BUY FOR LESS THAN 40$ each, contained the stages. Even without the sleight of hand, it is decreasing consumer value. Invested fans like me will still buy this shit, but good luck with the PR for casual and on the fence consumers. Even Harada knows this is BS.
