the zombies mutations need to be scale by Era not by turn, ive seen Ai players loose the entire cities except the capital, and once the city dies it spawn more, the capital is no exception . in other word the capital immunity to be raze by barbarian, it became the breeding zone for it to spawn more, i meet rome brutally lose his entire control of the empire and his capital constantly spawn more till fill up the entire hexes in the map. in rome case he was in an isolated island alone so the whole island is filled up with zombies till no hexes left for it to spawn.
i just discover from the all the game session that the reason zombies spawn is your border is because of dead corpse from defeated enemies before that dint been killed by the zombies themselves. therefore if the barbarian made their invasion and will replace them with zombies later on when they die .
i would recommend the zombies mutation should be scale by era just like regular barbarians and stop resurrection from non zombie kill. and i do feel ok that the zombie has no capability to raze tile and they really proprieties to attack cities and ignore units entirely unless there no available target.
but i believe that zombies should not spawn from razing cities. to prevent it from over populating by using the capital and breeding nest. and since i mention about the nest. i would like to see if zombies can capture cites state and using it as a infested dead zone. and has the capability to be liberate or raze like it was a free city

its a nice challenges for real player but for AI they cant react very well to it. if play dramatic age mode you literally won by default due to multiple free cities pressure the capital. you get dominated victory without taking a single capital :U.

but i give a thumb up for portugal empire due to very fun playstyle. making and relying on trade route for progression.
