Horse Lords allows you to play as characters that have the "nomad" government. These were added when they decided to expand the map a bit further east, which is confusing because you'd expect them to expand the map only if you had this DLC. As for the nomads themselves, they play a bit uniquely compared to the other governments. Pretty much you don't really build buildings and expand your vassals. Instead, you just take over plots of land that allow you to build more units. Your "vassals" will tend to become increasingly hostile to you if you're not doing well enough and sometimes it feels like your time is fairly limited. The nomads act as an empire-level government in general, and I feel like your goal is more to turn into a tribal or feudal government because the nomad mechanics are so set against you. I don't find playing as the nomads fun, and I feel like your enjoyment would more stem from swiftly conquering territories (or taking control of the Mongols). If you're playing feudal against nomads, they have a "nomad agitation" mechanic where you have to turn the province feudal or tribal otherwise it'll rebel. However, I ironically find it more fun to attack the nomads, thanks to your "liberation" war goal and it feels like you're "clearing them out". As with almost all of Paradox's DLC, I feel like this should have been included in a free update and because the game expanded the area without the DLC, I can't really recommend it. I just don't enjoy playing as nomads.
I can't really give pros or cons, nor a final verdict, since the DLC really doesn't add much (I also don't play it), but I wouldn't recommend this
