The issue is mostly with Paradox and Colossal Order.
They made a promise: " We won't release paid content until the base game is fixed"

CO had no time to fix several key issues with the base game, and while they still focus on that part, they also had no time to fix the DLC they have released. The "how good it would be if..." type reviews about the content is misleading and they come from creators who praised the game when it was even worse. We have to take such imagined goodness with a grain of salt.
When handling of sub buildings are outdated in this DLC and it makes harder to build believable campuses around the buildings that is an issue alone. Sadly as the system for asset modding is unfinished, it is possible that related features and fixes might be released in the future. Sadly a DLC that isn't aware of "essential fixes" to the game can become outdated before they would become fully enjoyable. We don't know how they will be updated to reflect existing changes to sub building system and we don't know how they will adapt to future changes.
Sadly an unfinished game is a bad foundation for any DLC. Trying to benefit from the XMAS shopping spree with a half baked base game, and a DLC that isn't updated to handle recent fixes to sub building system and feels a bit half baked looks like a rip off, even if the building assets would be otherwise good.
