Cities: Skylines - Campus Review (proof30h)

NOTE: all of the below is true at the time of writing this review. If changes happen after this, you can ignore it. Also, there might be tricks that I don't know, some tricks that work one time and others that work at other times - it's a complicated game and I don't pretend to know everything. Whichever the case, go for other DLC if you have to choose.

How much effort would it take to fix this DLC? I've tried tricks suggested by other players: more public libraries, highways near the campus, possibly something else too.
Here's what happened today:
-I established trade school
-I added enough stuff to it to get the necessary attractiveness
-students began flocking in
-students began flocking out.
Nothing helped. I even tried universal education (no cost for the student) but they still dropped out at the same rate. Once the student count was below 500 (requirement for "established" fame) I took down the whole thing and added regular universities. Those swiftly filled up. End of story.
At other times the fame of my campus has risen to some pretty great level and started dropping for no good reason despite there being enough university students in the city. This DLC works halfway tolerably perhaps 50% of the time, but with other DLC:s like Industries and Park Life working without a hitch all the time, what's the point of not fixing this too?
It's not the money but the principle. I, and most others who love C:S, would probably like to use this DLC and it's a big letdown that this is a pile of feces at the moment.
Also - with DLC that clearly doesn't work the way you would expect, shouldn't the developer be a bit concerned that people would be reluctant to buy other DLC as well?
