Bulwark: Falconeer Chronicles Review (Bago)

I don't think this game is for me, it is incredibly restricting and lacking in the tutorial area.
I played under 2 hours through the tutorial and then was stuck and couldn't progress. I can't build more resource nodes, I cant get more characters to send resources to other places to expand. If the dev is correct that it took 6 months to make that lacking tutorial I question how this game got made. So looking up the game online to find the missing info I found some of what I needed. I still don't know enough to properly play the game through. Starting over with new knowledge I could progress a bit further but the game itself is limiting me too much and its just annoying.
Here are the main issues:
The limited characters required to operate buildings makes little sense in many cases. Why do I need a specific character to make ships transport a single resource + workers with 3 types resources I need 3 characters. Fishing boats appear out of nowhere for just having a dock, they don't do anything but means someone knows how to use a ship. I can have a population of over 2000 yet I have 5 people who can run a ship to move a resource. Docks should not need a special character to operate this is a pointless limitation just preventing progress. I can understand needing a commander but guards don't really need one. Why can't I build my own docks to make combat ships to guard my trade routes? I need to wait for a character to join me with one and take away a slot of only 3 characters per paired dock, so to move all 3 resources I can't have a guard ship.
The area where its possible to build in is tiny patches all over the place, with the above limitation on transporting materials and the lack of ability to build outposts you have to be really selective of the largest of those tiny areas.
The camera should be free and unlocked from towers or the blimp. Navigating around your town by going tower to tower is tedious, it also has an annoying auto camera pan that ends up scrolling too far. The blimp camera is too zoomed in and you cant see enough around, it also annoying auto decided if you will fly high or low.
What the tutorial really needs:
I have no idea how to replenish followers that had died in combat. I had no idea how to interact with the question marks around the place until I found it online somewhere. I still don't know why I should upgrade from wood to stone roads or towers either I missed it or it wasn't stated. Tell the player they have an inventory. Correct the tutorial mistake of telling you to find more characters around the world without telling the player they have a population requirement to even appear on the map in the first place. Explain why an outpost of another faction seems to increase your starting faction population instead.
