I think it's well thought out compared to some packs because the ice cream, waffle machine and pizza maker (all cooking related skill items that make more stuff the better you are at cooking) also synnergizes with the sale stand as you can "mount" two of those cooking items and cook and serve more food as the stand sells out of it, while not stopping the sales.
I DO think it's time we see deep deep sales for the sims 4 overall though. The sales themselves still reflect a game that's too expensive for what it does, we can tell.
