This is currently my go-to commander for Soviets.
His abilities has changed from the store page thanks to a recent balance patch, but he's still pretty dope.
KV-8: Good tank to make the axis cope. High chance of bouncing shots from AT guns and Panzerschreck. It will ruin your opponents day when you get the drop on the enemy support weapons. Even though the KV-8 can't do much vs Axis heavy armor, it can take quite a beating, you can use it as meatshields for your ZiS guns/Su-85s if needed.
Airborne Guards: Infiltrator options for this commander. Not quite sure why they replaced shocktroops with these guys but I'm not complaining. You can either make them sneaky ambushers with the free PPSh upgrade, giving them 3 PPShs for that cqc damage, concentrated firepower and cloak. That or you can give them triple DP-28, the lame option requires less babysitting from you and giving these guards a fair bit of DPS at mid-to-long ranges.
Outside of their upgrades, they self-heal at vet 2, can call in a suppression strafing run at vet 1 (it's only good for suppressing infantry in a small radius, the damage is atrocious).
Fear Propaganda: Mostly unchanged from the original iteration, though right now it has a fair bit of a delay and some warning flares, but the radius is still pretty large and any infantry that's caught under the area of effect will get a debuff to their received accuracy (meaning they're more susceptible to damage), plus a lot of suppression from the explosions. Use this ability on blobs or on exposed anti-tank guns. There's nothing more frustrating than seeing your AT guns being sent back to spawn.
ML-20s: Meh, it's the artillery option for the Soviets. 9 shells per barrage, compared to the LefHs it's not as effective, but it has a smoke barrage so there's that I guess? Dunno, use this to counter barrage or if you're not feel like using katys.
IL-2: Even after the T-34 ram nerf, this ability is still very useful in team games and sometimes in 1v1s.
The enemy is turtling with a lot of bunkers? Bomb them.
They're making LefHs? Scout and bomb them.
They're making super heavy tanks? Use combine arms, chip them to half health, ram them with T-34s and bomb them.
Bomb them in general.
Be sure to take the flight path into account so you can time your attacks right, this is very crucial when you're doing a tank takedown. Do not attempt to use the combo only anything lighter than a Tiger 1, a panther will easily recover from a T-34 ram (assuming it doesn't get engine crit, which most of the time it doesn't), wasting 200 munis.
A solid doctrine, would recommend.
